Harlene focuses on municipal and government law, construction, utilities and procurement. She has extensive experience in these areas, having served as a city attorney in Texas and in private practice in Texas, New York and Florida before joining the Firm.

She has specialized in construction and infrastructure matters, utilities, procurement and general real estate and secured transactions. As an assistant city attorney and liaison to City Public Service and San Antonio Water Systems in San Antonio (both being municipally-owned utilities), she provided legal assistance for those entities on all phases of municipal projects related to water, electricity, energy resources and telecom matters.  She was employed by the City in particular to work on FEMA and drainage matters and handled many water and drainage issues in conjunction with City engineers, including mitigation, fee-in-lieu systems, regional and local detention projects, certificates of convenience and necessity, and a variety of water and utility law matters. Harlene has also successfully resolved large construction disputes and assists regularly handling large public procurements of various goods and services.

Harlene provides legal assistance regarding construction, infrastructure, operations of utility systems, procurement, regulatory issues, FEMA and other reimbursements and related contract and transactional issues for South Florida municipalities.

Harlene began her legal career at a national New York-based firm in its real estate department. Harlene later served as an assistant city attorney in San Antonio as legal counsel for the Public Works Department and in charge of the City’s eminent domain matters. In 2007, Harlene returned to South Florida where she grew up and has family ties.
