Johanna is a certified planner and focuses her practice in land use and zoning law within the legal environment of Florida's Growth Management Act. Her work includes a range of issues from establishing and amending state-mandated comprehensive plans and land development regulations, to preparing, reviewing and approving applications for planned unit developments, conditional uses, plats, site plans and other development approvals.
Johanna has experience preparing and updating comprehensive plans and land development codes to create defensible regulations which meet the specific needs of individual local governments, including current practices in redevelopment planning, energy efficient development and other innovative regulatory practices. She has drafted numerous ordinances to address land uses protected under Federal law, including preparation of legally sufficient regulations of signs, adult entertainment uses and religious uses protected under the Religious Land Use and Institutionalized Persons Act (RLUIPA). Her practice also involves general day-to-day advice to the staff and officials of our municipalities regarding the approval of rezonings, variances, special exceptions, plats and other development approvals. Additionally, Johanna counsels advisory boards and local officials concerning the legal responsibilities and mandates of local, State and Federal law affecting general municipal matters. She has also been involved in representation of private development clients in land use and planning matters.
In addition to her legal experience, Johanna is active in planning organizations including the Broward Section of the Florida Chapter of the American Planning Association.
