Raquel is a member of the Labor and Employment Group. She has extensive experience representing both public and private sector employers in a wide range of employment and labor matters. She represents clients in collective bargaining negotiations, unfair labor practice proceedings and grievance proceedings.  Raquel also represents employers before Federal, State and local administrative agencies such as the United States Equal Employment Opportunity Commission, the National Labor Relations Board and the Florida Public Employee’s Relations Commission. She represents clients in wrongful termination, wage and hour, arbitrations, preventative labor relations and employment discrimination matters.  She represents clients on matters arising under Federal, State and local employment laws such as Title VII of the Civil Rights Act, the Americans with Disabilities Act, the Age Discrimination in Employment Act, the Family and Medical Leave Act, the Fair Labor Standards Act, Federal Constitutional claims asserted under 42 U.S.C. §§1981 and 1983 and the Florida Civil Rights Act.

Raquel also regularly advises public sector employers on issues concerning their public employee pension plans. In addition, she regularly consults with and advises private and public sector employers on a wide array of human resources issues, including personnel policies and procedures, discipline and discharge matters, drug and alcohol testing, employee privacy rights and education and training programs for managers and supervisors.
