Mr. Glinn is an Associate with the Firm’s Governmental Practice Group. His primary focus is representing municipalities in a variety of local government issues, including the drafting of municipal ordinances, preparation and review of agreements, and the provision of legal advice. He additionally represents a number of private clients on construction and procurement issues.

His unique professional background includes extensive experience in local, state, and federal government, working on both policy and procurement issues. Most recently, Mr. Glinn served as South Florida’s Director of Business Development for Skanska USA Building, the second largest contractor in the United States, overseeing new client acquisition and project risk assessment. Previously he worked as a Senior Policy Advisor and Press Secretary for U.S. Representative Peter Deutsch, as Government Affairs Director for the Realtor Association of Greater Fort Lauderdale, and as Legislative Assistant for then-State Senator Debbie Wasserman Schultz.

Mr. Glinn’s multi-tiered governmental background and construction expertise have both been assets for clients with regard to procurement issues.  He assists governmental entities with the drafting of RFQs, RFPs, and ITBs, and at the same time he supports a number of private clients with their responses to those types of solicitations.  Most recently, Mr. Glinn co-authored a thorough overview of Florida law on procurement and local government construction: “Florida Law Concerning Local Government Construction Contracts: Overview of Procurement Methods and Project Delivery Systems”, The Real Estate Finance Journal; Thomson Reuters/West, Fall 2008.

Mr. Glinn also has a deep understanding of issues relating to Green or sustainable construction, and is a member of the Firm’s Sustainable Services Group.  He is one a relative few attorneys to have become a LEED AP, an accredited professional under the Leadership in Energy and Environmental Design program, which is overseen by the United States Green Building Council (USGBC).  Mr. Glinn was also very involved with Green construction issues while at Skanska, which at the time was the largest Green contractor in terms of total volume of work in the United States.  Finally, as co-chair of the Green Task Force of the Greater Miami Chamber of Commerce, Mr. Glinn is very aware of how issues of sustainability intersect with the local business community.
