Roger is a member of the Firm’s Government Division and focuses his practice on representing municipalities on general matters, including drafting contracts and legislation.
Prior to joining the Firm, he served as Legislative Aide to a Miami-Dade County Commissioner. In that capacity, Roger gained first-hand experience drafting legislative proposals, analyzing planning and zoning issues, and reviewing county procurement awards.
During law school, Roger participated in the Florida International University College of Law Student Bar Association, where he represented evening division students and helped draft school-wide bylaws. Throughout law school, Roger received recognition for his excellence in local government law, receiving an Outstanding Student Award from the Florida Bar’s City, County and Local Government Law Section and graduating with the Murray A. Greenberg Prize in Local Government Law.
