PAR – Protect, Accommodate, Retreat

PAR .  Not just a goal for professional golfers but for governments looking to protect the land from the encroachment of a rising water level.  PAR stands for Protect, Accommodate, Retreat.  These are the three strategies that the Florida Department of Economic Opportunity employs to address the impact of rising sea levels.   Chad Friedman dissects and explains how governments are adopting regulations or implement PAR strategies in a Board of Contributors commentary that ran in the Daily Business Review.

He also suggests a three step program, encouraging ways to address the sea level rise and provides insight into the differing areas that are impacted by this phenomenon.

A coastal golf course is only one of the many beautiful places that could find itself underwater – unless governments shoot for PAR.

Chad Friedman focuses his practice on representing developers and governmental entities in the areas of land use and zoning. He is also a leading attorney in the field of Property Assessed Clean Energy (PACE) programs.
