Matthew Pearl serves as the City Attorney for the City of Homestead and for the Homestead Community Redevelopment Agency. As the City Attorney, he develops litigation strategies in matters ranging from commercial contract disputes to defending federal civil rights claims. Matthew also serves as General Counsel for the Metro Transportation Engineering & Construction Cooperative (MTECC), a legal entity established by local municipalities to facilitate the planning, design, and construction of transportation-related infrastructure projects throughout Broward County.
Matthew counsels municipalities and special districts in the role of special counsel on public private partnerships, public finance, procurement, utilities, land use and zoning, compliance with public records, sunshine and ethics laws. He has served as counsel for several charter review committees and municipal code reviews and has drafted government contracts, legislative items and administrative policies.
Matthew particularly enjoys helping local governments and private developers leverage their respective assets and partner in the development of transformative projects that help revitalize communities. He successfully helped advance efforts to bring a professional soccer stadium project to Homestead, working through complex negotiations and stakeholder coordination to support the city’s long-term economic development vision. His work on public-private development initiatives has also included negotiating a $60 million public-private partnership to develop an entertainment complex and transit hub featuring a movie theater, bowling alley, arcade, 1,000-space municipal parking garage, and 30,000 square feet of retail liner space.
Prior to joining the firm, Matthew worked with a prominent South Florida real estate developer overseeing the development, redevelopment and acquisition of residential projects with a focus on work force and low-income housing by leveraging government funding sources, including Community Development Block Grant funds and Low Income Housing Tax Credits to leverage private investment in the completion of the projects.
